It provides you with a step by process that you should follow when submitting a reconsideration request to Google.  Think includes first checking that you have has a penalty through webmaster tools, then conducting a backlink audit using such tools as Link Detox, Webmaster tools and Majestic SEO.

Another service I would highly recommend to use when conducting a link audit on your site is ahrefs, which is surprisingly missing from the list. Once you have all the link data downloaded It then looks at how you should evaluate those links to determine if they are having a negative impact on your website. Once this has been completed you are then shown the best way to approach a link removal campaign, and how to create the disavow file which you will submit to Google providing them with a list of the links that you have tried to remove without any success.
